摘要
党的二十大报告明确指出,推进教育数字化。教育数字化是教育信息化在新时代的发展,我国在理论、政策、实践三个层面推进信息化发展的基础上,形成了支撑教育数字化发展的体系。理念上,基于“构成”“带动”“引领”关系、财政主导投入、战略规划驱动,以数字化推动教育现代化;价值上,基于机构间、主体间、资源库的相互融通,推动优质资源共享;治理上,以综合性与统筹性、专门性与协同性、针对性与实效性为基石,推进层级治理与部门协同;实施上,以数字化推进课堂教学、教育管理方式、教育组织体系变革;步骤上,遵循三步走的差异化行动路线;效果上,以教与学模式变革、学校管理机制优化、教育治理现代化能力提升,推进高质量教育体系建设。
The Party’s 20th National Congress Report clearly points out that we need to promote the digitization of education.Education digitization is the development of education digitization in a new era.Based on promoting the development of information in three levels of theory,policy and practice,the system of supporting the development of education digitization has been formed.In terms of conceptual idea,based on the relationship of“composition”,“driving”and“leading”,financial leading investment and strategic planning,the digitized education modernization is promoted.In terms of value,it promotes the sharing of high-quality resources based on the mutual integration among institutions,subjects,and resource pools.In terms of governance,it takes the comprehensiveness and coordination,specialization and coordination,pertinence,and effectiveness as the cornerstone to promote the coordination between levels of governance and departments.In terms of implementation,the digitalized classroom teaching,educational management mode and educational organization system reform are promoted.In terms of procedure,we should follow the three-step differentiated action pathway.In terms of effect,we should focus on the reform of teaching and learning mode,the improvement of school management level and the modernization of education governance ability to promote the three-dimensional and high-quality educational reform.
