摘要
本文重点分析了专利质量存在的问题,如整体研究不够系统、缺乏完整性、没有对方法的可行性进行探讨、没有统一的评价指标体系等;并提出了依靠政府管理部门,完善相关法律法规、提高专利服务机构的专业能力,推动形成高质量专利、增强专利意识,大力提高高质量专利的撰写能力及创造水平、以市场发展需求为导向,紧跟市场动态等提升专利质量的路径。
This paper focuses on the analysis of the quality problems of patent quality,such as the lack of systematic research,the lack of integrity,the lack of discussion on the feasibility of the method,the absence of a unified evaluation index system,and the suggestion of relying on the government management department.Improve the relevant laws and regulations,improve the professional ability of patent service institutions,promote the formation of high-quality patents, enhance patent awareness,vigorously guide high-quality patent writing capacity and creation level,and be guided by market development needs.Follow closely the market to improve the quality of patents and other ways to improve.
