摘要
为解决基层公务员受机构规格限制、职务晋升空间小、待遇得不到提高的问题,党中央和国务院出台了《关于县以下机关建立公务员职务与职级并行制度的意见》,建立主要依据任职年限和级别晋升职级的制度,以发挥职级在公务员待遇方面的激励作用,实行职级与待遇挂钩,实现职务与职级并行。作为公务员制度的一次局部性创新,该制度在建立新的职级晋升序列、明确基层激励导向、综合考量级别、年功和考核因素以及体现制度普惠性方面具有重要的积极意义。但是,该制度在实施范围、晋升条件、实施效果、相关配套制度建设方面还具有一定的局限性。本文提出完善并行办法,应扩大制度适用范围,设置单独的职级序列,合理设置晋升年限,规范职级晋升办法,提高职级晋升待遇,完善相关配套政策。
Grassroots civil servants face the problems of restricted size of the institution,limited opportunities for promotion,and stagnant growth of remuneration package.In order to address these problems,the CPC Central Committee and the State Council have issued the"Guidelines for establishing a post and rank parallel system for civil servants in public institutions below the county-level"with the purposes of establishing a promotion system based on the years of service and ranks,giving play to the role of ranks as an incentive in the remuneration packages of civil servants,linking ranks and remuneration packages as well as implementing the rank and post parallel system.As a partial creative measure in the civil service system,it has a significant positive impact in establishing a new rank promotion sequence,defining guidelines for incentives at the grassroots level,combining rank,seniority and assessment factors,and reflecting the inclusiveness of the system.However,the system still has room for improvement in terms of the scope of implementation,promotion criteria,implementation outcomes,and the construction of related supporting systems.This paper proposes measures for improvement including expanding the scope of applicability of the system,setting up a separate rank sequence and reasonable requirements on years of service for promotion,standardizing the rank promotion practices,enlarging the remuneration package after rank promotion,and improving related supporting policies.
