摘要
本文简要阐释了我国公务员法及其实施方案确定的公务员分类制度;系统分析了司法机关人员分类管理改革、改变乡镇机关非领导职务设置办法、县以下机关公务员职务与职级并行制度以及专业技术类、行政执法类公务员管理制度等推进公务员分类管理举措的内容和制度性变化;揭示了上述制度性变化蕴含的体现差异、突破限制、注重资历、衔接融通等一般性倾向。
This paper briefly explains the civil servant classification system determined by the Civil Servant Law and its implementation plan, and systematically analyzes the content and institutional changes of the measures to promote the classification management of civil servants, such as the reform of the classification management of judicial personnel, the measures to change the establishment of non-leadership positions in township organs, the system in which civil servants' positions match their rankings in organs below the county level, and the management system for technological professionals and administrative law enforcers. It reveals general trends embodied in institutional changes above, including reflecting differences, breaking on qualifications, and emphasizing on coherence and integration.
