组织学视角下公务员职务与职级并行制度改革的内在逻辑、实践问题与应对

摘要 基层公务员激励机制改革之一的公务员职务与职级并行改革正在各地推进,在组织学视角下,这一制度改革为无法向更高行政层级流动的基层公务员提供了有效激励,并把职业能力作为公务员管理的标准之一以及为基层公务员提供充分的职业发展空间。但也存在缺乏多元化激励,制度运转协同困难,制度实践中的异化与公平性缺失等问题。针对问题提出以下应对措施:完善制度设计和提供多维度的激励措施,构建适应于制度改革的绩效管理模式以及实现职级晋升竞争性与保障性的平衡,从而助力于公务员职务与职级并行制度改革取得更优的改革成效。 One of the reforms of grassroots civil servants’incentive mechanism,the parallel reform of civil servants’positions and ranks,is being promoted everywhere.Under the organizational science perspective,this system reform provides effective incentives for grassroots civil servants who cannot move to higher administrative levels,and makes career competence one of the criteria of civil servants’management as well as provides sufficient career development space for grassroots civil servants.However,there are problems such as lack of diversified incentives,difficulties in synergy of system operation,alienation and lack of fairness in system practice.In response to the problems,the following measures are proposed:improving the system design and providing multi-dimensional incentives,building a performance management model adapted to the system reform,and achieving a balance between competitiveness and security of rank promotion,so as to help the civil service job and rank parallel system reform achieve better reform results.
