摘要
城市外交是中国国家总体外交的有机组成部分,随着"中国特色大国外交"新进程的开启,需要更好地发挥城市外交在总体外交格局中的战略性作用。首先,中国的城市外交奉行互利共赢、求同存异、以人为本的基本原则,与中国特色大国外交所倡导的合作观、义利观和民本观相契合,其核心功能是提升国家的外交能力,为国家战略的实施提供有效手段,为国家融入国际体系创造有利条件。其次,城市外交与国家战略相对接的路径有两个方面:一是通过城市交往,自下而上地夯实大国关系的社会基础,使有关城市成为特定方向或领域外交的重要依托,并与相关国家城市共享发展成果和治理经验,以此来配合地域外交或整体外交;二是通过全球问题的应对、领域规范的创建和国家形象的传播,推动中国全面融入全球体系,拓宽领域外交的维度。再次,提升城市外交的战略地位需要机制保障,探索一个中央与地方协同、部门统筹、政民互动的城市外交机制有助于进一步挖掘城市外交的潜力。在推进中国特色大国外交的进程中,需要城市外交携手并进,不断丰富中国外交的手段与内涵。
City diplomacy is an integral component of China's overall diplomacy. Along with its growing national strengths and international concerns, China has started a new process of its diplomacy in a major country's capacity. It is important to strengthen the strategic position of city diplomacy in China's overall diplomacy. Firstly, city diplomacy advocates win-win cooperation, seeking common ground while reserving differences, and people orientation,echoing the philosophy of China's diplomacy. The main function of city diplomacy is to improve national diplomatic capacity by implementing national strategies and creating conditions to be integrated into the international system. Second, city diplomacy should be embedded into the overall diplomacy through both the regional and the realm-specific dimensions. On one hand, the communications between cities will help consolidate the social foundation of major countries' relations. The cooperation between some certain cities will be an important channel to deal with the relations with neighboring countries. Sharing development achievements and governance experience with some related cities is of strategic significance. On the other hand, city diplomacy will facilitate the progress for China to be integrated into the global relations through tackling global problems, establishing norms and building national image. Third, a better city diplomacy mechanism should be created which supports interactions between central and local governments, among different departments in a city, and between the local government and the public. Developing city diplomacy will be an effective way to enrich overall diplomacy means and measures in the course of building major-country diplomacy with Chinese characteristics.
