摘要
工会连接国家与社会,扮演着"国家代理人"和"职工代言人"双面角色,虽欲成为名副其实的"枢纽型"组织,却往往陷入"两头受气"的结构性困境。工会组织若要在国家与社会的"双向运动"中消解自身的"制度性弱势",应当以服务为中轴实现组织再造。在互联网语境中,网络已然成为改变工会服务的有效工具,"互联网+"引发了高校工会工作的范式革命,"互联网+工会服务"是网络时代高校工会"数字化生存"的主要形式。如何创新"互联网+工会服务",业已成为高校工会必须直面的重要议题。立足于"互联网+"对工会服务的现实影响,基于SCM逐步厘清"互联网+工会服务"的创新性思路,积极探索"以平台建设为基础、以多元组合为核心、以流程再造为保证、以会员需求为导向"的新路径。
Trade unions connect the state and the society and play the dual roles of“state agent”and“members’ spokesperson”. Although the trade unions incline to be a real“hub”organization, they often get plunge itself into the structural dilemma of“in the middle of two sides”. If trade unions want to eliminate their“institutional weakness”in the“two-way movement”between the state and society, it should accomplish reconstruction centered on services. The Internet has become an effective implement for changing union services in the context of the Internet.“Internet＋”is triggering a paradigm revolution on the services of universities trade unions, and“Internet ＋ trade union’s service”is nowadays becoming the main way of digital survival. How to Innovative“Internet ＋ trade unions service will be an important issue for colleges and universities. We need to focus on the practical effects of“Internet ＋”on the trade unions service, gradually the innovative thinking of“Internet＋ trade unions service”based on SCM, and actively explores the path based on platform construction, centered on multiple combinations, assured by process regeneration and oriented in membership demands.
