摘要
福利治理是各国社会保障理论界和实务界的焦点论题。在中国社会保障进入新时代,社会成员日益增长的美好社会保障需要和社会保障不平衡不充分的发展这一矛盾逐渐得以显性化的重要历史时期,福利治理的效度不仅关乎社会成员对社会保障制度及其实践的回应性,也是涉及国家治理现代化进程能否顺利有序进行的重大现实变量,更是影响社会成员国家认同意识的关键性自变量。为此,有必要对中国福利治理进行理论认知追溯,阐释福利治理概念范畴的生成过程,梳理福利治理系列价值理念的内在逻辑,进而构建政策面向的福利治理理论体系,以合理引导福利治理的政策制定、恰当规划福利治理政策的实施路径、科学采取福利治理的有效措施。
Welfare governance is the focal subject in theoretical and practical circles of social security in the today’s world. With China’s social security system entering in the New Era, the contradiction between the people’s growing need for good social security and the unbalanced and deficient development of social security is becoming more and more obvious. The effectiveness of welfare governance is not only related to the response of social members to the social security system and its practice, but also becoming a grand and realistic variable of the modernization of national governance in a smooth and orderly progress or not and a key independent variable which affects the national identity consciousness of social members. Therefore, it is necessary to retrospect the theoretical cognition of welfare governance of China, to elaborate the formation process of the conceptual category of welfare governance, to sort out the internal logic of the value concept of welfare governance, and then to construct a policy-oriented theoretical system of welfare governance, thus guiding the policy formulation of welfare governance reasonably, planning the implementation path of welfare governance properly, and adopting effective measures of welfare governance scientifically.
