摘要
作为国家积极应对新时代社会主要矛盾而适时做出的一项重大战略抉择,乡村振兴战略既是社会主义新农村建设战略的全面升级版也是新时代"三农工作"的总抓手,也就是说乡村振兴战略及其实践已经成为解决新时代"三农问题"的政策纲领和路径依托。对破解现实困境加以聚焦,以经济参与、民生保障、社会建设、国家治理四大责任为核心构成的新时代社会保障责任体系所彰显的社会保障兜底功能及其拓展性张力,在很大程度上对以全面实现"农业强、农村美、农民富"为最终目标的乡村振兴战略实践,起到了内生性助力作用,并以其特有的逻辑进路助力乡村振兴战略实践进程得以有序推进。
As a major strategic choice for the country to actively respond to the major social contradictions in the new era,the strategy of rural revitalization is not only a comprehensive and upgraded version of the new socialist rural construction strategy,but also a general grasp of the“three rural work”in the new era.That is to say,the strategy of rural revitalization and its practice have become the policy creed and path support to solve the problem of agriculture,countryside and farmers in the new era.Focusing on solving the dilemma of reality,to a large extent,the social security responsibility system in the new era,which is composed of four major responsibilities:economic participation,livelihood security,social construction and national governance,has played an endogenous role in the strategic practice of rural revitalization with the ultimate goal of“strong agriculture,rural beauty and rich farmers”,and with its unique logical approach,supplied the help to promote the process of the rural revitalization strategy practice in an orderly manner.
