摘要 教师补充机制问题一直是农村教师队伍建设的难题之一,作为我国农村义务教育教师补充新机制的"特岗计划",2006年出台迄今为中西部农村地区输送了大量教师,极大地缓解了农村师资短缺难题。通过对22个省(区、市)"特岗计划"实施方案的内容分析,发现部分地区对中央"特岗计划"有细化与突破,深化和拓展了原有内容,减少了政策在具体执行中的阻力,有利于特岗计划的实施推进。但这些突破与创新仍未跳出原中央文本的框架,为了更好地完善和推进"特岗计划"还需优化顶层设计。 As a new supplementary mechanism for compulsory education teachers in rural areas, the "Special Post Plan" is an important decision of the Chinese government to solve the educational problems in the mid-western region. Since the implement of "Special Post Plan" in 2006, a large number of teachers have been sent to the rural areas of the mid-west region,which alleviated the shortage of teachers in rural areas.Based on the content of the implementation plan of 22 province"Special-post Teacher Program", it is found that some areas have refined and broken through the central "special post plan", deepened and expanded the original content, and reduced the resistance to the concrete implementation of the policy,which is benefit to the implementation of the special post plan.However, these breakthroughs and innovations are still not out of the framework of the original central text, so it need to optimize top-level design in order to improve "special post plan" still.
