摘要
乡村教师编制政策的执行过程是多个行动主体基于自身资源和利益诉求,在制度和环境的约束下而展开的行为活动,具有参与主体多元化、执行结果可调适的特征。政策网络理论为研究乡村教师编制政策执行提供了新的视野,从该视角出发,发现乡村教师编制政策在执行中存在以下困境:政策社群颁布文本的执行效力欠缺、府际网络的执行乏力、生产者网络的变通执行、专业网络的智力支持缺位、议题网络的结构缺失。为纾解政策执行偏差的困境,应以法理治情理,以多元开放破单一封闭,以价值共识统筹多元利益,净化政策网络环境,畅通政策网络结构,协调政策行动主体关系,以保障乡村教师编制政策的有效执行。
The implementation process of rural teachers’establishment policy is a behavioral activity carried out by multiple actors based on their own resources and interests,constrained by the system and environment.It has the characteristics of diversified participation and adjustable implementation results.The policy network theory provides a new perspective for the study of the implementation of the rural teacher staffing policy.From this perspective,it is found that the following difficulties exist in the implementation of the rural teacher staffing policy:the ineffective implementation of policy texts promulgated by policy community,the weak implementation by intergovernmental network,the adaptable implementation by producer network,the intellectual absence of professional network,and the structure absence of issue network.In order to avoid the continuation of the deviated policy implementation results,we should rule by legal reasoning,break the single closure by pluralism and openness,coordinate the pluralistic interests by value consensus,purify the policy network environment,free the policy network structure,and coordinate the relationship between the policy practitioners,so as to guarantee the effective implementation of the rural teachers’establishment policy.
