摘要 区域教育质量评估是为教育改革发展提供客观数据和科学依据的基础工程,也是提升教育质量、促进教育均衡的重要手段。区域教育质量评估要为教育行政部门提供决策依据,为学校改进提供证据,并引导社会形成正确的教育质量观。在评估内容上,以学生发展为核心,综合评估学生发展、学校管理和学校满意度,其中学生发展包括学生数学能力、阅读能力、非学业发展和影响学生发展的因素,学校管理包括学校发展愿景与规划、学校氛围与校园文化、课程实施与管理、教师评价与发展、学校内部管理、校内外合作与资源整合6个维度,学校满意度包括教育政策、学校设施和教育环境、教学效果、家校合作、校长满意度、学校安全与公正6个维度。区域教育质量评估要以发展性评估为理念,同时考虑公平问题,使用增值评价方法实施多年的追踪评估。 The regional education quality assessment is the basis for providing objective data and scientific evidence for the educational reform and development. It is also an important means to improve the quality of education and to promote a balanced education. In addition,the regional education quality assessment provides the educational administrations and schools with the basis for improvement and be more responsible for guiding the society to form the correct educational quality concept. In the evaluation content, the regional education quality assessment focuses on the development of students and comprehensively evaluates student development, school management and school satisfaction. Specifically, student development includes students' mathematical abilities,reading abilities, non-academic development and factors affecting students' development. School management includes school development vision and planning, school atmosphere and campus culture, curriculum implementation and management, teacher evaluation and development, internal school management, internal and external cooperation and resource integration. School satisfaction includes education policy, school facilities and education environment, teaching effectiveness, home-school cooperation, school satisfaction, school safety and fairness. The assessment is based on the concept of a developmental assessment and, in addition, a follow-up evaluation is conducted using a value-added evaluation that reflects the concern for equity.
