摘要
110"四有四必"承诺带来了两种不同选择,其引发了行政伦理困境,在此基础上综合各方观点,运用批判性思维的方法,从公安机关自身和外部环境两方面,认为"破除保守,坚守宗旨,提升水平;建立联动,合理引导,完善制度"是走出警察行政伦理困境的路径。
This paper briefly introduces the historical evolution and present situation of the "Four Haves and Four Musts" commitment and analyzes the two different choices and the administrative ethical dilemmas caused by the commitment. The author synthesizes the views of all sides and uses the critical thinking method from the ethical perspective to put forward "to break the conservative, adhere to the purpose, raise the level, establish linkage, reasonable guidance, improve the system" is the key to solve the police administrative ethical dilemma.
