摘要
运用问卷形式调查馆员对公共图书馆在管理运行、条款规定、权利与义务等方面的立法认知。结合调查结果和中外立法经验,建议制定一份法律责任明确、操作条款具体的公共图书馆法规文本,实行中心馆与总分馆体制,加强财政保障鼓励社会力量参与建设,实现信息资源共建共享,保护读者合法权益。
This paper investigates the cognition of the librarian to the legislation of the public library including management, provisions, rights and obligations through the method of questionnaire survey. Combined with the results of the survey and legislative experiences of China and foreign countries, this paper gives suggestions including having the public library rules text which has a clear legal responsibility and the specific operation terms, implementing the system of central library and branch libraries, strengthening the construction of financial security and encouraging social forces to participate in, realizing information resources sharing, protecting readers legal rights and interests.
