摘要
文章运用文献调研与实地调研相结合的研究方法,对全国性与地方性图书馆的立法实践与立法效果进行了调查研究。研究表明,我国目前尚无全国性图书馆法,仅在深圳、湖北、内蒙古、北京、四川与广州六地颁布了地方性图书馆条例,这些条例已在推动图书馆事业的发展、保障民众的公共图书馆权利、促使政府承担图书馆责任、吸引公众利用公共图书馆服务等方面产生了立法效果。
By using materials and field survey methods, this report investigates the practices and effects on both national and local library legislation in our Country. It shows that there is currently no national library law in China, and six local library regulations have been enacted in Shenzhen, Sichuan, Hubei, Inner Mongolia, Beijing and Guangzhou, and these regulations have produced legislative effects, such as promoting the development of librarianship, protecting their public library rights of people, motivating the governments to take responsibility for libraries, and attracting the public to use services at public libraries.
