摘要
公共图书馆的公益性服务是实现和维护全体人民平等获取信息权利的前提。政府作为图书馆制度的提供者,有责任通过法律和政策的途径保证经费投入和提供财政支持,从而实现对公共图书馆公益性服务的保障。
Welfare services of public libraries are the prerequisite for achieving and maintaining the rights of all people to obtain information equally. It is the responsibility of the government who provides library institutions to guarantee input of funds and provide financial support by legislative and policy measures,thereby ensuring the welfare services of public libraries.
