摘要
美国以立法的形式保障政府向图书馆提供经费。联邦政府通过颁布图书馆专门法,明确规定其对公共图书馆的拨款事项及拨款责任;明确拨款数目;明确资金的管理、分配和监督机构;明确获得拨款的条件;规定资金的分配方式;规定资金的使用方式和数目。各州政府通过州宪法、普通公共图书馆法保障地方政府为图书馆的发展征税及州对地方图书馆的资助等。美国图书馆法的经费规定对于我国公共图书馆法经费规定的构建具有重要的借鉴意义。
America passed legislations to guarantee that the government provide funds for public libraries. The federal government enacted specific laws of libraries to clearly stipulate appropriation items for public libraries and the appropriation responsibility of itself; numbers of appropriations; the management, the distribution and supervision agencies of funds; conditions of obtaining appropriations; the distribution mode of funds; using ways and amounts of funds. State governments passed the state constitution law and the general public library law to guarantee that the local government levy for the public library development and subsidize local public libraries, and so on. The fund regulation of American public library law is of great significance for building the fund regulation of the public library taw in China.
