摘要
图书馆法立法基础,一是指宪法条款内容明确涉及图书馆的专指条款和与图书馆运行发展密切相关的间接条款,二是指各级政府制定和颁布的一系列政策法规。适应政府职能与社会管理模式的转变,提高公共资源投资效率,调节利益关系实行公平服务,是制定图书馆法的现实需求。
Foundations of Legislation of Library are： first. special library clauses and indirect clauses on library development and management, which are included in the eonstitution; second; relevant policies and regulations made and issued by governments at different levels. The current needs of legislation of library are to adapt function of library to the transformation of government function and social management model, raise investment efficiency of public resources, and adjust interest relations to provide equal service.
