摘要
政府与公众间距离的形成,可以从三个维度加以考察:一是直接和间接形成的距离;二是政府与公众彼此地位不平等和信息不对称形成的距离;三是政府行为形成的距离和解释政府行为形成的距离。三个维度既相互区别又相互交叉,任何一个因素的变化都会影响政府与公众距离的远近。政府及媒体组织、其他组织或个人的解释水平的高低也会对距离产生影响,这就要求不同的主体选择合理的解释水平来协调政府与公众的沟通距离。
The formation of the distance relation between government and public is a process of which the static states are united and changed into the dynamic state, which can be distinguished from three perspectives the distance stage formed directly or indirectly, the distance state formed by the inequity status and asymmetry information between government and public, the distance state formed by the governmental behaviors and the explanations on these behaviors. These three distance states are different from and mixed with each other, and the distance relation between government and public changed with one of them. In addition, the explanation ability of government, media and other organizations or individuals exert impacts on the distance relation, which needs to be adiusted with suitable explanation by proper subject.
