摘要
在广大城乡结合部践行协商民主,是当前我国城乡结合部社会治理创新的重要突破口,是广大城乡结合部群众实现共享、共治社会治理格局的重要实践模式。当前,我国城乡结合部践行协商民主过程中还存在紧张、羸弱的干群党群关系,二元化的管理体制,流动人口民主参与缺失,转型社区民主参与困境等问题。这些问题使得协商民主在城乡结合部开展步履维艰。创新并践行城乡结合部协商民主的基层干部监督管理机制、党群合作共治机制、大社区管理机制、流动人口参与机制以及转型社区民主管理机制,是广大城乡结合部开展协商民主的有效路径。
Consultative democracy adopted in both urban-rural fringes is an important breakthrough in the social governance innovation between urban-rural fringes in China,as well as an important practical mode of mass-sharing and mass-governance of society achieved by the majority of people in urban-rural fringes. At present,some problems still exists in the process of consultative democracy in China's urban-rural fringes,such as the weak ties between the cadres and the mass and the intense relationship between the party and the mass,dual management system,lacking of democratic involvement of floating population, the plight of democratic participation in the period of the community transition. These problems make the development of consultative democracy hard to speed up in the urban-rural fringes. Through the practice of innovation,the implementation of grassroots cadre supervision and management mechanism of consultative democracy in the urban-rural fringes, party cooperation and co-governance mechanism, community management mechanism, the floating population participation mechanism and democratic management mechanism of transformed communities are the effectiveways of consultative democracy to be carried out in the majority of urban-rural fringes.
