摘要
加强基层体育社会组织治理,是提升基层体育治理能力、推动基层体育发展的重要途径。运用文献资料等研究方法,通过将自治、法治与德治引入基层体育社会组织治理中,分析自治、法治与德治的内在关系和互动逻辑,阐释“自治·法治·德治”维度下基层体育社会组织治理面临自治能力薄弱导致治理低效,法治保障缺失引发治理失据,德治意识不足诱生治理惰性等困境,在多重维度下,应坚持整体论,以推动基层体育发展为目标;突出系统性,以促进群众广泛参与为关键;注重协同化,以创新组织治理机制为保障,依此构建“三治融合”的基层体育社会组织治理新格局。
To strengthen grassroots sports social organization governance is an important approach to improve grassroots sports governance ability as well as the development of grassroots sports.By using the methods of literature review and so on,this article introduced autonomy,rule of law and rule of virtue to sports social organizations,analyzed the internal combination and interactive logic of autonomy,rule of law and rule of virtue,explained the dilemmas of grassroots sports social organizations in the dimensions of"autonomy rule of law rule of virtue"including governance inefficiency caused by the weakness of autonomy ability,lack of evidence while governing caused by the absence of rule of law,governance inertness caused by consciousness deficiency of rule of virtue.It pointed out to build a new pattern of"three-governance-integration"for grassroots sports social organizations governance under multi-dimensions,it is necessary to persist on holism,regarding the development of grass-roots sports as the goal;to emphasize on systematization,regarding people's widely participation as the key;to focus on collaboration,regarding the innovationof organization governance mechanism as the guarantee.
