摘要
运用偏离-份额分析法,以黑龙江国有林区为参照,对伊春国有林区经济发展的动态过程及林区产业结构进行实证分析,得到:(1)伊春国有林区三次产业结构仍处于调整阶段,但总体是趋于合理的;(2)第二产业依然是伊春国有林区的支柱产业,且对林区经济发展的贡献最大;(3)伊春国有林区第一产业在增长率、结构及相对竞争力方面均表现平稳、突出,且都高于黑龙江国有林区的实际水平;(4)第三产业比重小,但第三产业产值的年均增长百分比最高,增长趋势乐观,潜力巨大;(5)天保二期工程在伊春国有林区产业发展及结构调整过程中影响显著,对林区积极实施产业调整、转型及多元化发展具有"倒逼"作用,有利于国有林区适应新的发展形势,实现可持续发展。针对研究结论,提出重点扶持以森林旅游为代表的第三产业发展、继续巩固和发挥第二产业的主导优势地位、支持林区多元化发展以及深化实施天保二期工程、加快林区体制改革等建议。
Using the shift share analysis method, with Heilongjiang state-owned lorest region as me refer- ence, the empirical analysis was conducted on the industrial structure and the dynamic process of the economic development of Yichun state-owned forest region, which found ： （ 1 ） although structures of the three industries in Yichun state-owned forest region are Still in the stage of adjustment, the overall structure is getting more reasonable; （2） the second industry is still the pillar industry there ,which makes the largest contribution to the forest region ; （3） the first industry in the region is found to be steady in its growth rate, structure and relative competitiveness ,and is higher than the actual level of Heilongjiang state-owned forest region; （4） the propor- tion of the third industry is small ,but it enjoys the the highest growth percentage ,proving its great potential;（5） the two phases of the project had significant influence on Yichun state-owned forestry industry development and structure adjustment.The implementation of industrial restructuring, transformation of Lin Quji and diversi- fied development has a＂ forced＂ role in helping the state-owned forestry region to adapt to the new situation of, and to achieve sustainable development.In view of all these, it was proposed that forest tourism should be given key support as the representative of the third industry development, that it is important to continue consolidating and developing the leading position of the second industry, that it is necessary to diversify and deepen the im- plementation of natural forest protection to accelerate the system reform.
