摘要
建立全科医生制度是提升基层卫生服务水平和保障基本医疗保健可及性的举措,是实现人人享有卫生保健的重要途径。明确全科医生制度的概念、内涵和障碍对进一步推进全科医生制度建设具有重要意义。本文通过文献分析和规范性分析,从概念上明确了全科医生制度,分析了制度建设的内容——组织制度和管理制度;通过知情者访谈法调查制度建设过程中存在的障碍,为全面实施全科医生制度提供参考。
It is an important measure to develop general practitioner system for improving primary healthcare and ensuring its accessibility,which is also an important pathway to achieve the goal of＂health for all＂. It is significant to define the concept,connotation and barriers of developing general practitioner system. Based on document analysis and normative analysis,the concept of general practitioner system was defined. And the content of system construction was analyzed from organization system and management system. The barriers of developing general practitioner system were studied with interviews survey to provide references for implementation of general practitioner system.
