摘要
科技评价是科技管理的重要内容之一。本文简要介绍了美国国立卫生研究院(National Institute of Health,NIH)的科技评价体系,分析了其在制度建设、考核的全面性与连续性、科技信息管理等方面的特点。并结合我国科技评价体系的发展情况,提出了我国应进一步系统完善科技评价制度政策体系;突出科技评价重点指标,加强科技评价的全面性及连续性;加强信息管理系统建设,促进科技信息社会化等建议,以充分发挥科技评价的指导和引导作用。
The S＆T evaluation has become one of the key contents in China＇s S＆T development. On the basis of briefly introduce the evaluation system of science and technology of the American National Institutes of Health （ NIH）, this paper analyzes some of its main character- istics, such as the system construction, comprehensive and Continuous evaluation, science and technology in- formation management etc. Compared with NIH, it is suggested to further perfect evaluation system of science and technology, highlight the key indicators of evalua- tion of science and technology, strengthen comprehen- sive and continuous of science and technology evalua- tion, promote the construction of S＆T information man- agement system and information socialization in China.
