摘要
新中国成立初期,中国政府在苏联发起的撤回在华苏侨行动中采取积极态度,协助苏联政府顺利完成了在华苏侨的大规模遣返工作。旅大作为苏侨集体遣返的主要地区之一,在遣返工作中坚持中央"主动配合,积极协助,适当照顾,给予方便,尽速送走"的总方针,以维护中苏友好大局为宗旨,秉持积极的态度,充分发挥主动性,在重大问题上既坚持原则又富于灵活性,从而达到既顺利遣返侨民、维护中苏友好大局,同时又有效维护自身利益和独立性的双重功效。
In the early of New China,the Chinese government adopted a positive attitude towards recall Soviet Union expatriates in China which initiated by the Soviet Union and assisted the Soviet government successfully complete the large-scale Soviet Union expatriates repatriation.Luda area,as one of the main areas of Soviet Union expatriates collective repatriation,insisted on the central government's general principle of 'active cooperation,active assistance,proper care and repatriation as soon as possible',aimed at Sino-Soviet friendship situation,upheld a positive attitude,gave full play to the initiative and adhered to the principles with full flexibility on major issues,all which not only achieved a smooth repatriation and maintained the overall situation of Sino-Soviet friendship,but also achieved double effects of safeguarding their own interests and independence.
