摘要
伊犁外侨(主要是俄侨、苏侨)问题,从清季民初至20世纪中叶近百年的漫长历史时期里,一直是严重干扰新疆伊犁社会政治稳定的一个关键性因素。沙俄以及苏联政府利用其地缘历史文化强势,通过苏(俄)驻伊犁领事馆,长期蓄意在伊犁中国各族人民中推行渗透性民族分裂政策,大量秘密地发展中国各族公民为“侨民”,形成一股数量巨大并具有特殊势力的居民群体,为其地缘政治利益服务。他们无视中国主权,恃强坐大,兴风作浪,在社会政治、经济文化等各个方面无孔不入,极尽鸠占鹊巢之能事。我国政府为解决伊犁苏侨问题,根据中苏两国关系发展变化情况,分别采取“友好协商,集体遣返”、“个人申请,集体遣返”、“严格清查,结束遣返”等措施,正确稳妥地解决了伊犁外侨问题。
The cause and solution of the issue of Yili alien (especially, the Russian and Soviet aliens) was a critical fact that had influenced the social and political stability of Yili by large amount nearly 100-year-long historical period when was from the end of Qing Dynasty to the middle of 20th. With its overwhelming geographical, cultural and historical advantages, the Russian and Soviet government had premeditated to exercise national separation among people from different national groups in Yili for a long time by the Soviet consulate to Yili. In the interest of geographical politic, many Chinese citizens had been given Russian or Soviet citizenship in secret by Russian government. They were called aliens who were special group with a large number and had many privileged rights. So the sovereignty of China and been violated. All they tended to do was that separated Yili from China politically and economically. This paper tells some policies of Chinese government to properly and creatively solve the issue of Yili aliens, such as 'friendly consultation, collective repatriation', 'personal application, collective repatriation', 'strict examine ending repatriation'.
