摘要
目前的教学质量监控体系存在多方面的不足,很难满足高校内涵式发展对教学质量的要求。以目标管理理论构建教学质量监控体系在理论和实践上都具有可行性。教学质量目标管理监控体系设计采用目标管理的管理思路,提出一个完整的教学质量监控体系至少应该包括三个工作系统:教学工作质量评估、制度保障、支持与服务体系。针对构建过程中可能存在的问题,提出培育有利于提升教学质量的高校教学质量文化、注意与其他教学活动的平衡、注意保护教学质量监控工作中被评人员的积极性等建议。
There are some problems in current teaching quality monitoring system.lt is difficult to meet the needs of colleges＇ connotation - oriented development for teaching quality. Constructing the teaching quality monitoring system of objective management has theoretieal and practice feasibility. The new teaching quality monitoring system of management is designed with some ideas of objective management. The complete system shouldd include three work systems to achieve the teaching objectives：institutional improvement, standardized work and support system.There are some suggestions which should be done：cultivating good teaching quality culture, balancing the work of monitoring and other teaching work,and protecting the enthusiasm of assessed units and staff.
