摘要
城乡教育一体化是针对城乡教育二元结构提出的,推进和实现城乡教育一体化必须从破除城乡二元的教育体制机制障碍入手,这在学术界已基本达成共识。但是,在制度可以解决哪些问题和需要什么样的制度方面学术界还存在较大分歧。城乡二元教育结构具有三个特征:城乡教育发展的巨大差距;城乡教育之间的分割与封闭;优质教育要素资源的单一"向城性"流动。根据这三个特征,城乡教育一体化的制度体系可以从消除差距方面的制度,消除壁垒方面的制度,保障性制度三个方面展开。
The integration of urban and rural education has been put forward in view of the dual structure of urban and rural education . To promote and realize the integration of urban and rural education , work must be from breaking barriers of urban and rural education system mechanism , w hich has basically reached a consensus in academia . However , about which problem can be solved by the institution and what kind of institution indeed we need there are ?major differences?in academia . The dual structure of urban and rural education has three characteristics :the development of urban and rural education gap ;the segmentation and closeness between urban and rural education ;a single flow “to the city” of high quality major education resources . According to the three characteristics , the system of the integration of urban and rural education system can be carried out from three aspects :institution of eliminating the gap , institution of eliminating the barriers , guarantee system .
