摘要
采用文献资料法、系统分析法,对目前我国老年教育存在的问题及其原因进行了阐述,并从准公共产品的特质、投资主体的多元化、教育供给机会的多样化和决策的民主科学化等四个方面,分析了将多中心治理理论运用于老年教育领域的适切性。基于多中心供给模式,结合老年教育作为准公共产品的特有属性,构建了多元化、多层次的老年教育供给新模式:政府通过运用治理工具,在保证老年教育公益属性的前提下,对社区教育、远程教育、老年大学、非营利机构、市场供给等不同类型的老年教育产品和服务赋予不同程度的排他性,使老年教育产品和服务可以在公共产品、准公共产品与私人产品之间相互转化,满足日益增长的个性化老年教育需求,从根本上增加老年教育产品和服务的供给量,提高供给效率。
Through literature review and system analysis method,we expounded on the current problems and relevant reasons of education for older people in China,and explored the appropriateness of applying the theory of polycentricity to old-age education from four aspects:characteristics of quasi-public goods,the democratic and scientific decision-making,the diversification of investment entities,and the diversity of educational supply opportunities.On the basis of the unique attributes of old-age education as a quasi-public product,we developed a diversified,multi-tiered supply mode from the perspective of polycentric governance.Namely,on the premise of ensuring the public welfare attributes of old-age education,the government uses governance tools to give different degrees of exclusivity to various types of education products such as community education,distance education,senior universities,non-profit institutions,and market-based educational products and service,so that those products and services are interconvertible among the three types:public,quasi-public and private.This measure can fundamentally enhance supply and efficiency and meet older people’s growing personalized demand for old-age education.
