摘要
为建立与经济发展水平相适应的新农合筹资增长机制,文章运用文献复习、焦点团体访谈和现状调查等方法,对2003年-2012年10年间济南市新农合筹资增长情况进行了分析。这10年间济南市新农合筹资无论是农民个人缴费,还是财政补助,均是采取统一定额增长方式,增长数额主要依赖于政府的特别决策,增长幅度呈现无联动指标、无规范标准、无规律可循和忽快忽慢的态势,增长的质量和公平性亟待提高。结论认为,统一定额增长方式已经不适应新农合制度发展的内在要求,应有计划、分主体、分层次地代之以定比差额增长方式等,同时提出了不同筹资主体各自占其联动指标比例的合理区间及相关建议。
In order to establish a compatible natural growth fundraising mechanism with the level of economic de velopment, this paper analyzed the financing growth situation of the new cooperative medical scheme(NCMS) by using literature review, focus group interviews and survey methods in Jinan city from 2003 to 2012. During the past ten years, the unified norm growth way was adopted for either the farmer payment or financial aid in Jinan city. The amount of growth of fundraising mainly depended on decisionmaking of the government. The growth rate had a trend of no linkage index,no standards,no rules to follow and fluctuation. We should improve the fundraising quality and fair ness. The paper concluded that the unified and fixed growth mode is not adaptable to the requirement of the NCMS de velopment. There should be a plan to implement a growth mode of a fixed and different proportion step by step. At the same time,we put forward a different financing interval standard for proportion of respective financing subjects in the linkage index and other related suggestions.
