摘要
新型农村合作医疗的顺利实施和良好运作需要对身处期间的各方利益团体回应情况进行评价和分析。该文介绍了如何运用“力场分析法”开展此类评价。具体操作步骤包括:(1)细分新型农村合作医疗利益团体;(2)在对各方利益团体在制度中职能和担当的角色确认的基础上进行力场分析;(3)最后根据分析结果绘制“力场分析图”。
The relevant benefit groups＇ response should be evaluated and analyzed prior to the process of policy applying. To insure the effective operation of the New-type rural cooperative medical scheme （NRCMS）, we adopted ‘ Field Analysis＇ method to analyze the responses of relevant benefit groups. The groups have been divided into organizer, supplier, demander, payer and others. The functions, responsibilities, attitudes of 5 groups have been analyzed. A model of ‘ Field Analysis layout＇ has been developed to demonstrate the results of ‘Field Analysis＇ .
