摘要
跨省流域生态补偿涉及到流域上下游省区间的生态和利益关系,牵涉的范围广,利益主体多,省域之间的协商难度较大,生态补偿机制的建立更难。本文以国家首个跨省流域生态补偿机制试点———新安江流域为典型进行实证研究,剖析了跨省流域生态补偿的难点与问题,构建了全新的体系框架,提出了推进跨省流域生态补偿试点机制的政策建议。这对于化解区域利益冲突、完善生态补偿长效机制、推动跨省流域生态补偿试点在全国展开、促进流域社会经济可持续发展都具有重要作用。
Eco - compensation of interprovincial river basin is related to ecological environment and benefits of upstream and downstream provinces. It is difficult to negotiate as it involves a wide range of stakeholders, and even more difficult to establish the eco - compensation mechanism. In this paper, we use Xin＇ an River Basin as a typical empirical research, which is the first ex- perimental unit of national eco- compensation mechanism of interprovincial basin to analyze the existing difficulties and problems, and then build a new system framework to put forward policy recommendations, which can play an important role in resolving regional benefit conflicts, completing the long - term eco - compensation mechanism, boosting the pilots of inter- provincial eco - compensation in the country and promoting the sustainable development of the social economy of the basin.
