摘要
随着经济的发展和流域资源开发速度的加快,流域生态环境保护压力也日益剧增,而生态补偿则是解决这一问题的有效途径。但是,生态补偿涉及到流域上、下游政府的直接利益,容易形成相互博弈的局面。基于演化博弈理论,对博弈双方的策略选择进行了研究分析。研究结果表明:只有引入上级政府进行监管,才能使流域上、下游政府做出的最优策略[保护,补偿]得到稳定和均衡;而且上级政府对于流域上、下游政府违背协议进行惩罚的处罚金要高于流域上游进行生态保护的成本,也要高于流域下游的生态补偿金。以贵州省赤水河流域为例,对流域处罚金按"关键污染因子超标赔偿法"制定的标准偏低,无法实现[保护,补偿]策略的稳定均衡展开了实证分析,并根据分析结果提出了相关建议。
With the development of economy and the rapid development of watershed resources,the pressure of ecological environment protection in river basin is increasing.Ecological compensation is an effective way to solve this problem.However,this way is related to the direct interests of the upper and lower reaches governments which is easy to cause the game between the governments.The paper analyzes the strategic choices of the upper and lower reaches governments based on evolutionary game theory.The analysis results show that only when the higher level government is introduced to supervision,the optimal strategy of [protection,compensation]made by the upper reach and lower reach governments can be stable and balanced.The penalty imposed by the higher level government for upper or lower reach government's breaching agreement should be higher than the cost of ecological protection in the upper reach and also higher than the ecological compensation for the lower reach.The case of Chishui River Basin in Guizhou is analysed,which showed the standard of penalty in the river basin according to the Key Factor Overstandard Compensation Law is too low to realize the stable balance of the strategy of [protection,compensation].Thereafter, some relevant suggestions are put forward.
