摘要
推进生态文明,建设美丽中国,生态补偿制度是重要的制度保障。流域生态补偿是生态补偿应用领域的拓展,体现生态责任和生态利益分配正义,是调节流域社会公平、建立和谐社会、实现流域内人与自然和谐相处的重要经济手段。但实践中由于流域往往跨多个省区,涉及上中下游的利益协调和调整,在缺少全流域统筹和跨行政区协调机制的情况下,流域补偿特别是跨省界流域补偿存在不少难点甚至困境,导致在实践中难以发挥应有的流域生态保护功能。因此,必须从全流域统筹的视角,构建流域"生态共同体",寻找完善跨省流域生态补偿机制的途径,以实现发展的共赢。
To promote file ecological civilization and construct ＂Beautiful China＂, the ecological compensa-tion system is an important guarantee. Ecological compensation of river basin is an application of ecological com- pensation, and an embodiment of eeological responsibility and justice of ecological benefit distribution. It＇s an im-portant economic means to adjust the social justice in basin region, to establish harmonious society, and to realize the harmony between human and nature. But in practice, rivers often flow through several areas, which often in-vulves the balance of interest of both up, middle and downstream. In case of lacking coordination of the whole basin and coordinatiml mechanism of different administrative regions, there exist many diffieuhies and dilemma in basin compensations （especially cross-provincial ones）, which makes it difficult to bring ecological protection of basins into play in practice. Therefore, ＂ecological community＂, from the perspective of the overall plan of＂ the whole basin, should be established, so as to seek ways to improve ecological compensation system of inter-provin-cial river hasin, and to achieve win-win development.
