摘要
日本是传统的海洋大国,高度重视海洋的开发管理,其海上执法模式从机构设置到工作职能都是逐步加强和完善的。近年来,日本不断出台新的法律法规,完善海洋法律体系,并不断加强海上执法力量,以维护其海洋权益。日本海上执法模式在执法机构的设置、海上立法、执法队伍建设等方面都值得学习和借鉴。
Japan is the traditional maritime power. It attaches great importance to the development and the manage- ment of ocean, its maritime law enforcement model is gradually strengthened and perfected from both institutional set- tings and job functions. In recent years, Japan has continuously introduced new laws and regulations to improve its marine legal system, and continued to enhance maritime law enforcement in order to protect its maritime rights and interests. It is helpful to learn from Japan＇ s maritime law enforcement mode in the settings of the law enforcement a- gencies, maritime legislation, law enforcement team building.
