摘要
党的"十八大"确立的海洋强国战略,对我国政府海洋管理体制改革提出了新的要求。我国的政府海洋管理体制在横向、纵向和斜向三个方面的关系难以理顺,不适应海洋强国战略的要求。我们应从执政党和政府的层面,成立具有国家代表性的最高层次的有关海洋政策的议事机构和政策制定、协调、监督机构。从行政机构设置层面,应强化海洋综合行政管理,成立由国务院直属的海洋管理行政机构,以整合所有的海洋事务机关,形成合力,提高效能,同时要建立强大的海洋执法维权队伍,有效维护国家海洋权益。而且,我们也应该借鉴"海洋治理"的理念,从整体性治理、参与式治理以及多层次治理三个方面,推动国家海洋管理模式的创新和改革。
The strategy of building maritime power put forward in the 18th National Congress of the Communist Party of China(CPC) raises new requirement for the marine management system reform.The management system of China is not reasonable in the horizontal,vertical and diagonal relationship,so it does not meet the requirement of the new strategy.Top agency at the party and government level for deliberation and coordination of marine affairs and for policy setting,coordination and supervision should be founded.At the level of the administrative institution setting,the agency for comprehensive marine administration should be established to integrate all marine affairs agencies and improve their performance;the team for marine law enforcement should also be established to safeguard China's maritime rights and interests.Moreover,we should also learn from the concept of 'Ocean Governance' to promote the innovation and reform of national marine management model from three aspects of holistic governance,participatory governance and multi-level governance.
