摘要
中韩两国开展海上搜救合作既是双方履行国际公约的需要,也是由搜救本身特点所决定的,因而具有重要意义,有助于人命和财产救助以及海洋环境保护。因此近年来中韩两国高度重视海上搜救合作并取得良好效果,但也面临一些问题。对此,中韩两国应共同努力,进一步完善双方通讯沟通、资源共享、应急反应等机制,提高海上联合搜救成功率。
Maritime search and rescue cooperation between China and Republic of Korea is an obligation of the search and rescue work itself and a way for the two countries to implement international conventions. It has been proved effective in saving life,reducing damages to properties,and protecting maritime environment. Much progress has been made in Sino-ROK maritime cooperation in recent years,but challenges still remain. This paper proposes that China and ROK should work together to enable each other to access more information and resources related to the search and rescue work,and work out a successful mechanism in response to cooperated maritime search and rescue.
