摘要
为保障南海中远端的航行安全和保护生态环境以及维护国家的海洋权益,中国需要在南海有关岛礁建设搜救基地,这不仅具有法理依据和认知共识,而且还具有物质基础和监管实践。但搜救基地建设会受到南海复杂敏感地缘政治因素的影响和一定客观条件的限制。因此,中国应统一规划,科学布局,在西沙和南沙基础设施与地理区位较好的部分岛礁上合理选择搜救基地建设的类型,同时还要完善相关配套设施,多方化解外部风险,为搜救基地建设和运营创造良好的条件。
To protect navigation safety and marine ecological environment in the mid-and-far South China Sea and safeguard national maritime interests, China needs to build search and rescue bases on islands and reefs in the South China Sea, which has legal, cognitive, material and practical foundations. However, Chi- na faces complicated and sensitive geopolitical challenges and severe natural conditions to fulfill this mis- sion. Therefore, it is advisable for China to adopt a comprehensive plan and scientific layout. In other words, China should take a rational approach regarding what types of search and rescue bases to build on the Xisha and Nansha reefs where the infrastructure and geographical location are better. In the meanwhile, China should improve relevant supporting facilities and reduce external risks with all means in order to cre- ate a better environment for the construction and operation of the search and rescue bases.
