摘要
高等教育改革与发展重心的确立和转移,与国家政府对高等教育的指导思想密切相关。新中国成立以来,我国高等教育改革经历了院系调整,规模扩充,停滞,恢复重建,体制改革,规模、质量、结构和效益协调发展的转移。通过对历届人大政府工作报告进行文本分析发现,每一次高等教育改革与重心的变迁,国家政府都起着导航作用。
To establish and transfer the reform and development focus in Chinese higher education is concerning the national government’s attitude to the higher education.Since the founding of new China,reform in Chinese higher education has experienced adjusting and expanding to educational system reform to coordinated development of scale,quality,structure,and benefit.By analysing reports on the work of the government,we found that the national government directed and navigated every transfer of reform and development focus in Chinese higher education.
