摘要
近10年来,基于EQF层级描述的欧洲国家资格框架(NQFs)陆续出台,其路径选择类型可以分为'高度依赖型''内涵深化型'与'调整重构型'。通过分析这三条路径,欧洲国家资格框架的层级描述主要有以下三个特点:紧扣终身发展主题,加强与高等教育的沟通;融入新职业能力观,拓展层级描述的维度;基于实际职业情境,丰富层级描述的内涵。借鉴欧洲国家的成功经验,我国应根据发展实际,初步构建国家与区域资格框架;拓宽能力外延,深化资格框架的层级描述;依据岗位需求,指明工作和学习环境的复杂性程度。
In the past 10 years,the European national qualification frameworks(NQFs)based on the EQF level descriptors have been introduced one after another,and its path selection can be divided into'highly dependent','intension deepening'and'adjustment restructuring'.Through the analysis of these three approaches,the level descriptors of the European national qualification frameworks have the following three characteristics:it closely follows the theme of lifelong development and strengthens the communication with higher education,integrate into the new concept of vocational competence and expand the dimensions of hierarchical description,and enrich the connotation of level descriptors based on the actual occupational situation.Drawing on the successful experience of European countries,according to the actual situation of development,China should initially construct the national and regional qualification framework,broaden competence extension and deepen the level descriptors of qualification framework,as well as indicate the degree of complexity of the work and study environment according to the job requirements.
