摘要
推动非正规和非正式学习成果认证探索,是搭建终身学习“立交桥”、畅通人才成长渠道和构建学习型社会的重要举措。欧盟的学习成果认证已走过近20年历程,在理念和实践方面取得了重要进展,为世界各国推进学习成果认证起到了示范引领作用。欧盟学习成果认证政策经过萌芽阶段、引导阶段和发展阶段的螺旋演进,促成了各成员国的认证由理念向实践转变。作为欧盟非正规和非正式学习成果认证实践表征的成员国认证清单历经四次更新,呈现出认证机会不断增加、认证程序日益规范、认证指导逐步增强、利益相关方合作广泛、国家资历框架和质量保证机制支撑等路径特点。然而,欧盟各成员国在推进非正规和非正式学习成果认证中仍然面临个体认证参与机会偏少、利益相关方联动不足、认证机构指导不力等挑战。反观我国的学习成果认证实践,未来应做好认证机会的供需对接,加快国家资历框架研制,建立认证的质量保证体系,加强利益相关方的共识与联动,不断探索认证方式的技术创新。
Promoting the exploration of non-formal and informal learning outcomes validation is an important measure to build a lifelong learning“overpass”,unblock talent growth channels and build a learning society.The EU’s learning outcomes validation has gone through nearly 20 years,and has made important progress in concept and practice,which has played a leading role in promoting learning outcomes validation all over the world.The spiral evolution of EU’s learning outcomes validation policy through the embryonic stage,guidance stage and development stage has contributed to the transformation of validation from concept to practice in its member states.The validation list of member states,which represents the practice of validation of non-formal and informal learning outcomes in the EU,has been updated four times,showing the path characteristics of increasing validation opportunities,increasingly standardized validation procedures,gradually enhanced validation guidance,extensive cooperation among stakeholders,support of national qualification framework and quality assurance mechanism.However,EU member states still face challenges in promoting non-formal and informal learning outcomes validation,such as few opportunities for individual validation participation,insufficient linkage of stakeholders,weak guidance of validation institutions and so on.Looking back to the practice of learning outcomes validation in China,in the future,we should do a good job in the connection between supply and demand of validation opportunities,accelerate the development of national qualification framework,establish a validation quality assurance system,strengthen the consensus and linkage of stakeholders,and constantly explore the technological innovation of validation methods.
