摘要
近年来非正规就业发展迅猛,第四次科技革命更催生了新就业形态层出不穷,在此背景下,我国的非正规就业市场也经历着功能转型与重新定位。本文从就业市场主体特征、市场功能与政策定位三个方面描述了我国非正规就业市场的新转变,在此基础上提出将非正规就业市场进行正规化规制是具有效率损失的。然而我国的灵活就业政策大多参照正规就业以及标准劳动关系进行设计,使得现行社保制度和就业服务政策与非正规就业不相适应,运行中存在诸多问题。最后本文提出了我国非正规就业市场的规制思路与政策选择。
In recent years,informal employment developed rapidly,as well the fourth technological revolution has spawned more new employment patterns.In this context,the informal employment market in China is experiencing the transition and re-positioning.This paper describes the new changes in the employment market in China from three aspects,characteristics of employees,market function and policy orientation,on the basis of which we hold that formalization of informal employment would lead a efficiency loss.However,the flexible employment policy of our country mostly refers to formal employment and standard labor relations,hence the current social security system and employment service policy couldn’t adapt to informal employment.There are many problems in the operation.Finally,this paper puts forward the new thought of regulation and policy choice for China’s informal employment market.
