摘要
本文将规范理论与高校内部管理科学化的实现相联系 ,指出 :高校内部管理人员通过建立评估体系对学校各层次人们在实践中认识高教客观规律并形成相应的行为方式作出评价、权衡利弊 ,形成命令性规范、禁止性规范和授权性规范。联系高校的特点 ,前两者强调校级领导者应着眼于宏观调控 ,后者则强调高校管理的权力重心应下移 ,使高校内部群体能够变他律为自律 ,自觉自愿地履行义务 ,自主行使权利 ,实现对高校的自主管理 ,进而有利于实现高校内部管理的科学化。
In this article, the canon theory is connected with the realization of the internal scientific management of the institutions of higher education That is: the higher educational administrators evaluate the actions formulated by the people in all kinds of layer, who realize the regularities in practice, then mandatory canons, forbidden canons and authorization canons come into being Connected with the features of university, the first two emphasize that the leaders at the institution lever should fortify the macroscopic adjustment , while the later emphasizes that the power should be laid down to make the internal groups turn other-disciplined into self-disciplined ,fulfill their duties willingly, wield their authorities autonomously,then realize the autonomous management of the institutions of higher education in the interest of the realization of the internal scientific management of universities.
