加快培养懂农业爱农村爱农民的“三农”工作队伍研究 被引量:19

摘要 农村要发展,人才要先行。2017年6月习近平总书记在山西考察时首次提出要建设一支懂农业、爱农村、爱农民的干部队伍,在党的十九大报告中再次强调,要培养造就一支懂农业、爱农村、爱农民的"三农"工作队伍。农村人才的培养,既是中国加快人才强国战略的客观需要,又是适应乡村振兴的现实需要,更是提升农民素质、提高农民增收能力的必然选择。本文围绕贯彻落实中央精神,通过梳理"三农"工作队伍构成、现状,以及"三农"工作队伍存在的突出问题,系统阐述了随着农业农村经济社会的全面发展,培养"一懂两爱""三农"工作队伍的紧迫性和必要性。并针对性地提出要多措并举,用习近平新时代中国特色社会主义思想武装"三农"工作者头脑,加快建立培养锻炼机制、增长干部队伍才干,不断完善相关政策激励干部爱岗敬业和干事创业,同时要树标兵立楷模,引导更多英才投身于"三农"大业之中。 When Xi Jinping,General Secretary of the Communist Party of China,visited Shanxi Province in June 21-23,2017,he proposed for the first time the building of a dedicated workforce to the Sannong issues(agriculture,rural community and farmers).In the 19th CPC National Congress report,he once again highlights the necessity to cultivate a workforce that understands agriculture,devotes to rural community and is sincere to farmers.By analyzing the composition and status quo of the workforce,the study points out that with the allround development of agriculture and rural economy and society,the problems of the Sannong workforce have become more obvious,to accelerate its cultivation is the requirement of both the rural revitalization strategy and the modernization of agriculture and rural areas.To practice Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,comprehensive measures should be taken to build a cultivating mechanism for the Sannong workforce,work out policy incentives to facilitate the devotion of the workforce,and use role models to encourage more people to contribute to agricultural and rural development.
