摘要
当前,中国农业正处于现代化发展的重要时期,但是基层农技推广体系的建设中还存在着技术服务不到位、相关产业缺乏对接、服务环节过于单一等问题。针对上述问题,笔者结合实地调研情况,从强化组织体系建设和提高服务支撑能力方面,提出若干举措来推进基层农技推广体系的改革与建设:首先,应根据广大农民需求构建农技推广大体系;其次,应立足新的任务要求确立农技推广大职能;此外,还应围绕履行职责需要强化农技推广大保障;进而着眼于提高服务效能完善农技推广新机制;除此之外,还应围绕技术供给推进科研与推广大对接,从而真正为广大农民提供及时、高效、快捷的农业公共服务。
At present, China＇s agriculture is experiencing an important period of modernization development.However, the construction of grass-roots agricultural technology extension system exposes some problems. Forinstance, the technical service is not in place, the related industries lack in docking, the service sector is toosingle and so on. In view of the problems mentioned above, combining with field research, the author putforward a number of measures to promote the reform and construction of grass-roots agricultural technologyextension system, which focus on strengthening the organizational system construction and improving theservice support ability. Building a broad agricultural extension system according to the needs of the majority isthe essential part of the revolution. Secondly, establishing the agricultural extension functions basing on thenew task requirements is of great importance. Thirdly, the guarantee of agricultural technology promotionshould be enhanced according to the duties. In addition, we should improve the promotion mechanism byfocusing more on service efficiency. Last but not the least, promoting the docking of scientific research andextension around the technology supply highly contributes to the policy. Thus, a brand-new agricultural publicservice system, which is timely, efficient and convenient, will really benefit the farmers.
