摘要
开发建设项目建成后存在容积率超出规划批准指标的问题 ,已成为当前城市建设以及规划管理中的热点和难点问题之一 ,产生这一现象的主要原因是管理体制不完善、相关部门之间缺乏协调 ,以及开发单位的投机心理等。本文以浦东新区为研究对象 ,应用经济学原理 ,剖析此类问题产生的深层次原因及危害 ,并提出完善管理体系、完善行政处罚机制等应对策略。
One of the hot issues in current city construction and planning management is the floor area ratio of many development projects exceed allowed ones, the main reasons of which are incomplete management system, scarcity of coordination among related departments and the speculative intention of the developers. By using of economic theories, this paper penetrated in the root of the problem and extended practical approaches to solve it.
