摘要
我国有大量的中小城市,这些城市多处于快速发展阶段,规划管理和城市建设存在较大问题。由于缺乏合理、有效的规划管理体系,城市建设无序散乱,城市总体规划与具体的控制性详细规划衔接困难,无法很好地解决总体规划导向、控制性详细规划管理和具体建设之间的规划管理关系。研究基于宿州市城西片区控制性详细规划实例,针对目前我国中小城市规划管理的实际情况,通过引入"管理单元"概念,在控制性详细规划编制层面探索中小城市规划管理体系的组成与运行方式。
China has many small-medium cities, and most of these cities are in rapid development stage, have lots of problems in management and building. Because of the lacking of scientific management system, the building always in a disordered state, there are some hard between master plan and regulatory plan, and hard to solve the problems among master plan's guidance, regulatory plan's management and in implementation. The paper takes Suzhou's administrative unit as example, with the situation of smallmedium, uses the 'planning management unit' theory, research the management system of small-medium cities in the regulatory plan leave.
