摘要
从管理、查处、执法三方面讨论了规划建设管理工作中存在的主要问题，分析了违章建设形成的原因，并提出了科学合理的解决方法，有利于城市的合理建设。
From three aspects： management, investigation, prosecution and law enforcement the problems existed in planning construction management are discussed. Based upon analysis of the reasons caused the illegal construction, scientific and reasonable resolving measures are proposed in order to realize health development of city.
