摘要
农机合作社是一种新兴的农业生产组织形式,在促进土地流转、提高农业机械化程度和农业生产效益方面发挥了重要作用。在分析农机合作社在农业生产中的地位和作用基础上,设计了包含经济效益、社会效益及组织发展3个一级指标、13个二级指标的农机合作社绩效评价指标体系,并采用AHP方法确定各指标权重;运用二阶模糊综合评价分析法,对黑龙江省14个地市(直属县)农机合作社的总体绩效进行评价研究。结果表明:黑龙江省绥化市农机合作社总体绩效水平最高,其次是齐齐哈尔市,哈尔滨市农机合作社总体绩效排第3位,大兴安岭和伊春分列第13位和第14位。
Agricultural machinery cooperative is the new organization of agricultural production and it has been playing an important role in promoting land transferring and agricultural mechanization level.However,there are few literatures focusing on performance evaluation of the new organization.Based on the analysis of the function and status of agricultural cooperatives in Heilongjiang province,Performance evaluation index system for agricultural machinery cooperatives was set up,which includes 3 first level indicators and thirteen indexes.Weights of each indexes were determined using the method of AHP.Overall performance of agricultural machinery cooperatives in 14 areas of Heilongjiang province were evaluated using two-level fuzzy multi-factorial evaluation method.Conclusions show that the overall performance of agricultural cooperatives in Suihua city is the highest,and Qiqihar city is the second,Harbin city is ranked the third,Daxinganling and Yichun are ranked 13th and 14th.
