摘要
国家治理体系和治理能力的现代化,要求在公共文化治理中践行文化自信。这种系统治理以文化治理理念的变迁演进和建构价值理念自信为国家制度场域,以实现公民文化权利和建构文化生活自信为文化生活场域,以重塑文化产业的公共精神和建构文化生产自信为文化生产场域。它需要在文化行政中坚持意识形态引领,发挥公共文化坚定文化自信的政治治理作用;在文化生活中围绕居民文化诉求,通过弘扬时代文明新风来展开文化生活治理;在文化生产中秉持公共价值关怀,发挥文化生产治理对社会主义先进文化建设的推进作用,并在多层面协同治理中合理定位参与主体的主要角色,通过良性互动实现共治。这种新时代公共文化治理的建构性功能,能够不断巩固文化自信。
The modernization of national governance system and governance capability requires the practice of cultural self-confidence in public cultural governance. This kind of system governance takes the evolution of the concept of cultural governance and construction of value concept self-confidence as the field of national system,takes the realization of citizens’ cultural rights and construction of confidence in cultural life as the field of cultural life,and takes the reconstruction of the public spirit of cultural industry and construction of confidence in culture production as the field of culture production. It needs to adhere to the ideology guidance in cultural administration and play the political governance role of public culture in strengthening the cultural self-confidence;focus on the residents’ cultural appeal in cultural life and carry out the governance of cultural life by promoting the new trends of times civilization;adhere to public value-caring in culture production and play the promotion role of culture production governance in the construction of advanced socialist culture;and reasonably position the main roles of participants in multi-level collaborative governance to achieve co-governance through positive interactions. This constructive function of public cultural governance in the new era can constantly consolidate cultural self-confidence.
